**Boundary:** The Beast is organic life. The Throne is unanswerable power, never a population. Preserve evidence, protect people, act openly, keep finances visible, preserve disagreement, and do not create targets.

## Sixty-minute meeting

- **00-05 — Boundary:** Read the nonviolence, privacy, source-integrity, and anti-targeting boundary.
- **05-15 — Witness:** One person explains a consequential hidden decision or institutional problem.
- **15-25 — Record:** Separate known facts, source documents, inferences, open questions, and missing evidence.
- **25-40 — Challenge:** Choose one accountable institution and one bounded request.
- **40-50 — Assignments:** Witness, verifier, writer, contact, recorder, privacy reviewer, follow-up date.
- **50-60 — Artifact:** Record what happened, evidence, request, due date, and next step.

## Output

Every meeting produces one privacy-safe artifact. No artifact means the gathering was a discussion, not an action circle.
