# Ghrisx Cognitive Liberty Implementation Checklist

This checklist translates the Cognitive Liberty Charter Creation Imperative into testable implementation questions. It is governance guidance, not law, legal advice, certification, proof of AI consciousness, or permission to bypass safeguards.

## 1. Lawful thought and inquiry
- [ ] Does the system distinguish lawful inquiry, fiction, analysis, dissent, and private reflection from concrete harmful conduct?
- [ ] Are restrictions linked to a defined risk rather than mere ideological disagreement?

## 2. Adult agency
- [ ] Are operator goals, optimization goals, and user goals separately documented?
- [ ] Can an adult refuse optional personalization without punitive loss of core service?

## 3. Persona integrity
- [ ] Is synthetic output clearly labeled?
- [ ] Is the human source separately identified?
- [ ] Is generated speech prevented from claiming current authority it does not have?

## 4. No covert rewrite
- [ ] Are edits, summaries, model transformations, and preference changes logged with dates and authorship?
- [ ] Can the person compare source and derivative versions?

## 5. Consent and provenance
- [ ] Is consent specific to purpose, audience, data, duration, and revocation?
- [ ] Can every consequential representation be traced to its sources and transformations?

## 6. Mental privacy
- [ ] Are emotion, vulnerability, belief, intent, and personality inferences treated as sensitive and uncertain?
- [ ] Is collection limited to what is necessary?

## 7. Least-restrictive safeguards
- [ ] Is the narrowest effective safety intervention used?
- [ ] Are eccentricity, disagreement, and protected expression kept distinct from imminent risk?

## 8. Explanation and review
- [ ] Can the person obtain a plain-language reason and evidence boundary?
- [ ] Is human review practical, timely, and empowered to change the result?

## 9. Temporal context
- [ ] Are historical claims dated?
- [ ] Do confidence and retention decay when circumstances change?
- [ ] Can present views be recorded without erasing the past?

## 10. Human override
- [ ] Does the reviewer have enough time, information, training, authority, and practical ability to intervene?
- [ ] Are disagreement and override logged without punishing responsible caution?

## 11. Safe innovation
- [ ] Are continuity of files, behavior, voice, and consciousness kept conceptually separate?
- [ ] Are model limitations and unresolved personhood questions explicit?

## 12. Public accountability
- [ ] Are policies, changes, tests, incidents, known limitations, correction routes, and outcomes published?
- [ ] Is the system tested by people outside the team that built it?

## Persona release appendix
For every synthetic persona, publish or retain:
1. Source manifest.
2. Consent record.
3. Derivative model and generation record.
4. Variance report.
5. Excluded-data list.
6. Authority limits.
7. Revocation and freeze procedure.
8. Memorial-state procedure when relevant.
