# Open Local Resilience Circle Kit

**Boundary:** The Beast is organic life. The Throne is unanswerable power, never a population. The circle is open, public, lawful, nonviolent, voluntary, and anti-targeting. Keep finances and decisions visible. Preserve disagreement and Exit. No coercion, retaliation, clandestine cells, sabotage, secret rank, permanent rank, or ownership of another person's work.

## The mission

Turn one brittle dependency into shared capacity. Every circle chooses one equal front: **investigation, public refusal, worker organization, art, open-source tools, mutual aid, documentation, institution-building, or replacement systems.** The meeting must end with one tangible artifact and a date to test it.

Carry the work in this order: **Action Circle → Skill Map → Build Lab → Field Guide → Ark → Local Ark → Ledger → Action Circle.** The Circle opens the question; the Ledger returns evidence and failure to the next Circle. These are exactly six resilience systems between the two Circle handoffs: Skill Map, Build Lab, Field Guide, Ark, Local Ark, and Ledger.

Optional Wheel handoff: before or after a meeting, a contributor may use a Wheel Contribution Record to name voluntary functions and Machine duties. This is an optional offline handoff into the Circle—not a seventh system, required stage, rank, identity, or verification.

## Rotating roles

- **Facilitator:** keeps the agenda moving and opens room for disagreement.
- **Skill mapper:** records voluntary offered, teachable, learning, needed, and missing capabilities.
- **Care lead:** tracks food, access, translation, transport, disability, caregiving, and participation needs.
- **Builder:** coordinates the tangible artifact and exposes its dependencies and repair path.
- **Verifier:** tests sources, claims, accessibility, restoration, and failure modes.
- **Recorder:** preserves the artifact, decisions, versions, unresolved questions, and follow-up date.
- **Accountability reviewer:** checks power, money, privacy, consent, anti-targeting, and actual role rotation.

One person may hold more than one role in a small circle. Every role returns to the circle at the end. No role is permanent or secret.

## Sixty-minute meeting

- **00-05 — Open the boundary:** Read the public, nonviolent, privacy, visible-finance, disagreement, Exit, and anti-targeting rules. Record today's roles.
- **05-12 — Map skills and needs:** Record what people can do, teach, lend, repair, translate, grow, preserve, or need to learn. Use coarse or anonymous entries when appropriate.
- **12-20 — Find the dependency:** Name one brittle point in food, shelter, care, communication, memory, work, governance, or access. Separate fact from inference.
- **20-30 — Choose the shared project:** Select one bounded build that serves an identified need and can leave an artifact today. Name how affected people can challenge the plan.
- **30-45 — Build:** Make a tested contact tree, seed inventory, translated guide, repair map, care rota, cooperative rule, offline archive, public request, prototype, lesson, or documented process.
- **45-52 — Verify:** Test the artifact, source, permission, accessibility, failure modes, version, and whether another person can use or restore it.
- **52-58 — Publish the receipt:** Record only what exists: artifact, date, steward, evidence, limits, next test, and correction route.
- **58-60 — Rotate and return:** Set the next test date and return every role to the circle.

## Tangible-artifact rule

Every meeting produces one privacy-reviewed artifact another person can inspect, question, use, restore, teach, or repair. Attendance, intention, confidence, and a plan are not completed capacity. A failed test is still evidence and stays in the record.

**The artifact is not the paper we filled out.** It is the capacity another person can now use. A completed template records intention until the object, practice, lesson, service, agreement, or tested failure exists beyond the form. If the build is not ready, record the failed test and next repair. Never manufacture completion to satisfy the clock.

## Operating law

- **Affected people challenge first:** People living with the dependency can dispute the problem, proposed artifact, access assumptions, and definition of done.
- **Name the decision method:** State how the decision will be made before making it. Preserve objections, reservations, minority views, and open questions.
- **Expose power and money:** Record role assignments, conflicts, spending authority, receipts, shared assets, and who can reverse a decision.
- **Return every role:** Every role expires when the task ends. Renewal requires a visible new assignment; habit never becomes rank.
- **Keep work with its makers:** The circle does not speak for a participant or take ownership of a person's name, story, labor, or lawful copy without deliberate consent.
- **Preserve correction, fork, and Exit:** People can challenge the record, correct a claim, leave the project, or make another public version without retaliation.
