A Local Ark is not a bunker, militia, secret society, emergency government, or brand franchise. It is a place-based commons that knows its skills, preserves usable knowledge, keeps care moving, tests its tools, publishes honest receipts, and remains connected without surrendering local judgment.

A Local Ark is not operating proof until its charter, artifact, succession drill, restoration drill, exit/export route, expiry rule, dissolution path, date, and evidence can be reviewed. A generated record remains private, unreviewed, and not countable.
Confusion lets temporary authority harden into permanent power.
The open meeting and decision engine. It finds one dependency, assigns temporary roles, produces one honest artifact or failed test, and returns authority.
The temporary public project. It makes, tests, documents, transfers, closes, or retires one bounded artifact.
The place-based commons. It preserves records, succession, shared tools, care, governance, federation, correction, and the ability to begin the loop again.
A LOCAL ARK IS NOT A CIRCLE THAT KEPT MEETING.
IT IS A COMMONS THAT SURVIVES ROTATION, DISAGREEMENT, AND THE ABSENCE OF ITS FOUNDER.
Open governance means the rules and use of power are visible. It does not mean broadcasting people, stores, schedules, or dependencies to anyone who asks.
Every role has a start, an end, a scope, a handoff record, and a visible process for renewal or replacement.
The charter names who can suspend or remove a role, how evidence is heard, and how an urgent decision is reviewed afterward.
Budgets, approvals, receipts, shared property, conflicts, and asset custody are visible without exposing vulnerable inventories.
Minority positions, unresolved objections, corrections, and appeals remain beside the decision rather than disappearing beneath consensus theater.
People can leave, form another public node, and retain lawful copies and ownership of their own labor, identity, and story.
Another rotating team can locate the records, assume custody, run a meeting, restore one Ark unit, and continue without the founder.
The charter names how a node closes, protects people, settles accounts, preserves or transfers public artifacts, and retires sensitive records.
Nodes exchange versioned guides, correction notices, restore requests, coarse capability, and public contact routes without a central registry of people or stores.
Members and affected people can question whether privacy hides power or publicity exposes vulnerability. The reason and decision stay visible.
SHOW THE RULES, ACCOUNTS, DECISIONS, AND CORRECTIONS.
HIDE NOTHING ABOUT POWER. EXPOSE NOTHING THAT TURNS PEOPLE INTO TARGETS.
Publish roles, correction, Exit, review interval, and tested continuity. Keep people, stores, credentials, and vulnerable infrastructure out of the public projection.
