A Local Ark is not a bunker, militia, secret society, emergency government, or brand franchise. It is a place-based commons that knows its skills, preserves usable knowledge, keeps care moving, tests its tools, publishes honest receipts, and remains connected without surrendering local judgment.

Skill and need map
Record voluntary capabilities and gaps without exposing private homes, vulnerable people, or exact resource locations. Artifact: privacy-reviewed skill map.
Ark manifest
Select one knowledge domain, distribute copies, name custodianship roles, and schedule a restoration test. Artifact: versioned manifest.
Shared build
Complete one small project people can inspect and use. Artifact: working object or process plus a public ledger receipt.

Open membership
Published access route, accessible meeting information, no loyalty oath, and no ownership of a person’s other commitments.
Rotating roles
Facilitator, recorder, custodian, verifier, care lead, treasurer, and accountability reviewer rotate on a published schedule.
Visible decisions
Agendas, decisions, money, conflicts, dissent, failures, artifact status, and correction paths appear in the record.
Bounded privacy
Publish capability without broadcasting exact stores, addresses, schedules, medical facts, credentials, or exploitable dependencies.
Nonviolent public method
No targets, clandestine cells, sabotage, coercion, weapon projects, dehumanization, or secret rank. The work remains visible and constructive.
Federation without command
Arks exchange copies, guides, tests, and aid without surrendering local judgment to a central sovereign.
A Local Ark is not operating proof until its charter, artifact, succession drill, restoration drill, exit/export route, expiry rule, dissolution path, date, and evidence can be reviewed. A generated record remains private, unreviewed, and not countable.
Do not confuse the instruments
THE MEETING, THE PROJECT, AND THE COMMONS ARE NOT THE SAME THING.
Confusion lets temporary authority harden into permanent power.
Action Circle
The open meeting and decision engine. It finds one dependency, assigns temporary roles, produces one honest artifact or failed test, and returns authority.
Build Lab
The temporary public project. It makes, tests, documents, transfers, closes, or retires one bounded artifact.
Local Ark
The place-based commons. It preserves records, succession, shared tools, care, governance, federation, correction, and the ability to begin the loop again.

Governance that survives its governors
PUBLIC POWER. BOUNDED EXPOSURE. NO PERMANENT EMERGENCY.
Open governance means the rules and use of power are visible. It does not mean broadcasting people, stores, schedules, or dependencies to anyone who asks.
Terms expire
Every role has a start, an end, a scope, a handoff record, and a visible process for renewal or replacement.
Recall exists
The charter names who can suspend or remove a role, how evidence is heard, and how an urgent decision is reviewed afterward.
Money has more than one hand
Budgets, approvals, receipts, shared property, conflicts, and asset custody are visible without exposing vulnerable inventories.
Dissent remains attached
Minority positions, unresolved objections, corrections, and appeals remain beside the decision rather than disappearing beneath consensus theater.
Fork and Exit remain usable
People can leave, form another public node, and retain lawful copies and ownership of their own labor, identity, and story.
Succession is practiced
Another rotating team can locate the records, assume custody, run a meeting, restore one Ark unit, and continue without the founder.
Dissolution is governed
The charter names how a node closes, protects people, settles accounts, preserves or transfers public artifacts, and retires sensitive records.
Federation is a handshake, not a throne
Nodes exchange versioned guides, correction notices, restore requests, coarse capability, and public contact routes without a central registry of people or stores.
The boundary can be challenged
Members and affected people can question whether privacy hides power or publicity exposes vulnerability. The reason and decision stay visible.
