The ledger measures civilization by what people actually built, preserved, taught, restored, and made answerable. Intention is not capacity. Attendance is not an artifact. Hope does not need invented numbers.
The ledger records working artifacts and their limits. It keeps failures beside successes. It distinguishes a Ghrisx instrument published here from independent community capacity verified in the world.

Generating this record does not publish or verify it. Capacity stage and current health are separate. Public counts change only after evidence, independence, privacy, consent, test status, and correction review.

The group generates and keeps the complete receipt, evidence, consent record, and sensitive details under deliberate custody.
A different person or circle attempts the claimed use, transfer, replication, or restoration and records the result.
Remove unnecessary names, exact stores, private addresses, schedules, credentials, medical facts, and exploitable dependencies.
A human reviewer checks artifact identity, stage, health, independence, evidence, consent, limits, and correction path.
The public record receives a stable ID, date, version, coarse locality, responsible role, next review, and links to privacy-safe evidence.
Failures, disputes, corrections, expiration, supersession, and retirement remain attached to the original entry rather than being silently replaced.

The static six-metric snapshot now has a governed door for real work. Browser drafts still do not count. Only a distinct privacy-safe projection in published_reviewed state, accepted and publication-approved by distinct humans, can change the verified-artifact total. That total does not by itself prove independent adoption.
