PUBLIC RESILIENCE LEDGER

The ledger measures civilization by what people actually built, preserved, taught, restored, and made answerable. Intention is not capacity. Attendance is not an artifact. Hope does not need invented numbers.

IF IT CANNOT BE SHOWN, TESTED, OR RESTORED, IT DOES NOT ENTER THE TOTAL.

The ledger records working artifacts and their limits. It keeps failures beside successes. It distinguishes a Ghrisx instrument published here from independent community capacity verified in the world.

NO PHANTOM ARKS.
NO INFLATED CAPACITY.
NO VICTORY BY PRESS RELEASE.

ZERO IS THE HONEST OPENING LINE.

No independent Local Ark, skill transfer, lab artifact, restoration test, field guide, or replicated system is counted until privacy-safe evidence exists.

THE PUBLIC INSTRUMENTS THAT EXIST NOW.

Published routes are counted as site artifacts, not as proof of community adoption or real-world resilience.

EVIDENCE BEFORE MOVEMENT THEATER.

A count must survive questions.

Artifact

Name the tangible object, process, guide, class, copy, service, agreement, or system that exists.

Evidence

Provide a privacy-safe record, date, version, custodian role, test result, and source sufficient for the claim.

Two-axis state

Record capacity stage—proposed, built, tested, taught, replicated, or restored—and current health—active, at risk, failed, disputed, expired, or retired.

Independence

Distinguish site infrastructure from work performed by an outside circle, Ark, lab, cooperative, or community.

Correction

Keep failures, disputes, changes, and retractions attached to the original receipt.

Privacy and consent

Proof does not require exact stores, private addresses, medical facts, credentials, or ownership of another person’s story.

Record the artifact. Record the test. Record the edge.

Generating this record does not publish or verify it. Capacity stage and current health are separate. Public counts change only after evidence, independence, privacy, consent, test status, and correction review.

DO NOT PREPARE FOR THE END.

PREPARE TO BE THE BEGINNING.

CAPACITY STAGE AND CURRENT HEALTH ARE DIFFERENT FACTS.

A mature artifact can fail. A new artifact can be healthy but untested. The Ledger shows both instead of hiding them inside one status or invented resilience score.

Capacity stage

Proposed → Built → Tested → Taught → Replicated → Restored.

The stage records the strongest completed proof. Proposed is never counted as capacity.

Current health

Active · At risk · Failed · Disputed · Expired · Retired.

Health can change without erasing history. Failure, dispute, expiration, correction, and retirement remain attached.

THE LEDGER DOES NOT COUNT ENTHUSIASM. IT COUNTS SURVIVAL UNDER TEST.
NO COMPOSITE SCORE. NO HIDDEN FAILURE. NO ERASED DISPUTE.

LOCAL FIRST. INDEPENDENT TEST. HUMAN REVIEW. VERSIONED RECORD.

This site has no automatic submission or counting endpoint. Publication remains deliberate and reviewable.

01

Create locally

The group generates and keeps the complete receipt, evidence, consent record, and sensitive details under deliberate custody.

02

Test outside the makers

A different person or circle attempts the claimed use, transfer, replication, or restoration and records the result.

03

Reduce exposure

Remove unnecessary names, exact stores, private addresses, schedules, credentials, medical facts, and exploitable dependencies.

04

Review the claim

A human reviewer checks artifact identity, stage, health, independence, evidence, consent, limits, and correction path.

05

Publish a versioned entry

The public record receives a stable ID, date, version, coarse locality, responsible role, next review, and links to privacy-safe evidence.

06

Keep the argument alive

Failures, disputes, corrections, expiration, supersession, and retirement remain attached to the original entry rather than being silently replaced.

THE RECEIPT DOES NOT VERIFY ITSELF.
THE MAKER DOES NOT BECOME THE ONLY WITNESS.
THE CORRECTION DOES NOT ERASE THE RECORD.

ZERO IS HONEST. ONE MUST BE PROVEN.

The static six-metric snapshot now has a governed door for real work. Browser drafts still do not count. Only a distinct privacy-safe projection in published_reviewed state, accepted and publication-approved by distinct humans, can change the verified-artifact total. That total does not by itself prove independent adoption.
