A civilization survives inside what people can do together. Map the skills that exist, the skills that can be taught, the needs that remain exposed, and the next transfer of knowledge.
Living capacity
THE MAP IS NOT A RANKING. IT IS A PROMISE THAT KNOWLEDGE WILL MOVE.
Degrees can help. They do not exhaust human capacity. Care work, repair, translation, growing, cooking, teaching, logistics, memory, organizing, access knowledge, and the ability to remain calm when systems fail all belong on the map.

Two records · one deliberate boundary
CONNECT PEOPLE WITHOUT PUBLISHING A TARGET MAP.
The browser builder creates a local connector record. Treat it as private by default. A public capacity map is a separate, deliberately reduced artifact.
Private connector record
May hold a chosen identifier, deliberate contact route, availability, tools, access conditions, and consent. Custody is named. Publication is never assumed.
Public capacity map
Shows coarse locality, capability, teaching coverage, unmet need, dependencies, access requirements, transfer status, and next test—without names, private contact details, exact stores, or vulnerable schedules.

A claim becomes shared capacity only as it crosses into new hands.
Claimed
A person or group names a capability and its limits. The claim is not yet demonstrated.
Demonstrated
The capability is shown under named conditions with the tools, dependencies, and limits visible.
Teachable
A bounded lesson, practice path, accessibility route, and evidence of competent demonstration exist.
Taught
A learner completes the task with guidance and records what remained unclear or inaccessible.
Independently repeated
The learner performs the task without the original teacher controlling each step.
Learner can teach
The capacity no longer depends on one expert. A second teaching path now exists.
A SKILL BECOMES COMMUNITY CAPACITY WHEN ANOTHER PERSON CAN PERFORM IT WITHOUT THE ORIGINAL TEACHER.
From inventory to proof
COUNT A TESTED TRANSFER, NOT A LIST OF PEOPLE.
Do not publish vulnerable identities or exact locations. A countable Skill Map artifact shows what was taught or tested, what failed, and when review expires.
