One person explains a consequential hidden decision or institutional problem. The witness decides what private details remain private.
Separate known facts, source documents, inferences, open questions, missing evidence, and claims that cannot yet be published.
Choose one accountable institution and one bounded request: notice, reasons, records, review, correction, public comment, or policy clarification.
Assign witness, verifier, writer, contact, recorder, privacy reviewer, and a follow-up date. No role is permanent.
Produce an artifact: what happened, what evidence exists, what was requested, when the answer is due, and what happens next.
Authority follows the task and returns when the task ends.
Owns the account and decides what may be shared.
Checks documents, dates, quotes, and uncertainty.
Turns the record into clear, non-defamatory public language.
Sends the request through an accountable public channel.
Preserves the artifact, deadline, and version history.
Removes unnecessary identifying and sensitive data before publication.
