A circle is not a meeting that congratulates itself for meeting. It is an open local assembly that maps what people can do, chooses one shared project, and leaves one more piece of civilization standing.

EACH ARTIFACT HANDS WORK TO THE NEXT INSTRUMENT.
The Action Circle names the need and returns authority. The Skill Map finds willing capacity. The Build Lab makes the smallest usable artifact. The Field Guide makes practice transferable. The Ark preserves source, custody, and restoration. The Local Ark governs continuity without capture. The Ledger records evidence and failure. The next Circle reopens the question.
The Wheel Contribution Record is an optional handoff for naming contributor function. It is not a seventh resilience system, a required stage, a rank, or a substitute for the Circle.

The local method
OPEN. NONVIOLENT. VISIBLE. USEFUL.
The circle strengthens food, shelter, care, skill exchange, communications, distributed memory, accountable councils, cooperatives, and replacement infrastructure. It does not build clandestine cells, targets, or personality cults.
Read first:
THE BEAST IS ORGANIC LIFE. THE THRONE IS UNANSWERABLE POWER, NEVER A POPULATION. This circle acts publicly and nonviolently. Participation is voluntary. Skill entries may be coarse or anonymous. Finances, decisions, conflicts, and role assignments remain visible. No targeting, coercion, retaliation, secret rank, permanent rank, or ownership of another person’s work.

Finish small enough to verify. Rotate every role at the next meeting.
Map skills and needs
Update the voluntary skill inventory: what people can do, teach, lend, repair, translate, grow, preserve, or need to learn. Do not publish exact private locations or sensitive dependencies.
Find the dependency
Name one brittle point in food, shelter, care, communication, memory, work, governance, or access. Separate observed fact from inference.
Choose the shared project
Select one bounded build that serves an identified need and can produce an artifact today. Name the people affected and how they can challenge the plan.
Build
Make the seed: a tested contact tree, seed inventory, translated guide, repair map, care rota, cooperative rule, offline archive, public request, prototype, lesson, or documented process.
Verify
Test the artifact. Check sources, permissions, accessibility, failure modes, version, and whether another person can actually use or restore it.
Publish the receipt
Record only what exists: artifact, date, steward, evidence, limits, next test, and correction route. Do not turn plans, attendance, or confidence into completed capacity.
Rotate and return
Set the next test date. Return every role to the circle. No office survives the task by default.
Rotating roles
AUTHORITY FOLLOWS THE TASK. THEN IT RETURNS.
One person may hold more than one role in a small circle. No one keeps a role merely because they held it before.
Facilitator
Keeps the agenda moving and makes room for disagreement. Does not command the project.
Skill mapper
Records offered, teachable, needed, and missing capabilities at the level people consent to share.
Care lead
Tracks food, access, translation, transport, disability, caregiving, and participation needs.
Builder
Coordinates the tangible artifact and keeps its materials, dependencies, and repair path visible.
Verifier
Tests the artifact, sources, claims, and restoration path. A failed test stays in the record.
Recorder
Preserves the public receipt, decisions, versions, unresolved questions, and follow-up date.
Accountability reviewer
Checks power, money, privacy, consent, conflicts, anti-targeting, and whether roles actually rotated.
A MEETING WITHOUT AN ARTIFACT IS A CONVERSATION.

Artifact threshold
THE ARTIFACT IS NOT THE PAPER WE FILLED OUT.
It is the capacity another person can now inspect, use, question, teach, restore, or repair. A completed template is a record of intent until the object, practice, lesson, service, agreement, or tested failure exists beyond the form.
If the build is not ready, publish the failed test and the next repair. Never manufacture completion to satisfy the meeting clock.

The operating law
AUTHORITY EXPIRES AT THE EDGE OF THE TASK.
A circle becomes trustworthy by making power traceable, challengeable, temporary, and repairable.
Affected people challenge first
People living with the dependency can dispute the problem statement, proposed artifact, access assumptions, and definition of done.
Name the decision method
State how the decision will be made before making it. Preserve objections, reservations, minority views, and unresolved questions.
Expose power and money
Record role assignments, conflicts of interest, spending authority, receipts, shared assets, and who can reverse a decision.
Return every role
Every role expires when the task ends. Renewal requires a visible new assignment; habit does not become rank.
Keep work with its makers
No circle speaks for a participant or takes ownership of a person’s name, story, labor, or lawful copy without deliberate consent.
Preserve correction, fork, and Exit
People can challenge the record, correct a claim, leave the project, or build a separate public version without retaliation.
Close the proof loop
THE MEETING ENDS WHEN THE ARTIFACT CAN FACE REVIEW.
Export the Circle’s local record. Remove private lives and exact vulnerable locations. State the test, failure, limit, and responsible role. Then choose whether to submit it through the governed intake.
